Trimethyl orthoformate is at the wrong oxidation level to give a cyclic carbonate. You need phosgene or a dialkyl carbonate. The efficient preparation of catechol carbonate from catechol (benzene-1,2-diol) and dimethyl carbonate is described in this paper
