This doesn't really answer the question, which is very difficult to answer anyway. Also, actually implementing this algorithm is a lot more difficult than you seem to imagine. For example Check add-on atom for compatibility: bond type, electrons avail, space fit is a highly non trivial task and there is also a question as to how compatible is 'compatible'.
