If you are referring onto why the fluoride Ionion isn't the best reducing agent, itsit's because in order for anything to be a reducing agent it shallwill be oxidized and reduces what ever it reacted with, since. Since Fluorine is the most electronegative atom out there, there is no way it can be oxidized and lose its electrons.
