Why are halogens (more specifically Bromine and Chlorine) considered as +M(mesomeric effect) group in electrophilic substitution reactions of aromatic compounds ( and thereby, ortho and para directing groups) but are considered -I(Inductive effect) group while taking into account other orders like acidic strength order, basic strength order of organic compounds when they are present in the compounds.

This is despite the fact that we consider -I to be the more dominating effect shown by halogens than +M.
