I know that batteries run off redox reactions. Therefore can I choose an arbitrary reduction reaction in one half cell, an arbitrary oxidation reaction that will happen at room temperature for the other cell, connect the half cells with the salt bridge, and just close the circuit extracting current? Also can disproportion reactions like cannizzaro be used to create a battery?

If you would like to build a specific DIY battery (you mention Cannizzaro) please suggest what you would put in each half cell and what reactions you would expect to occur. If you want to learn how batteries work in general, I suggest you start here en.wikipedia.org/wiki/Galvanic_cell . If you want to build a simple DIY battery, google DIY battery.
