What is a shift converter in chemistry?

For example in "inorganic chemistry by JD lee" while discussing the ways in which CO and $H_2$ can be separated the book stated that water gas(that is the mixture of CO and $H_2$) can be mixed with steam, cooled to $400^◦$C and passed over iron oxide in a shift converter, thus giving $H_2$ and CO$_2$.

What is the meaning of a shift converter in this context?
