Why does graphite conduct electricity?

The answer i know is delocalized electrons. But how?this site tells me that:enter image description here

My textbook tells me that one carbon atom is bonded to three others and two of these bonds are single while the third is a double bond.So all the electrons are bonded and there are no free moving electrons right? Where do these delocalized elctrons come from?
